If I dubbed a video, for example, if I dubbed a wrestling video using this software, will it change the complete audio or without sound effect? For example, when we see a Hollywood movie in Hindi, only the voice is changed while the background music and sound effect remain same.

Video Dubber is used to add audio tracks over what is currently embedded into a movie. You can't replace 100 % of the audio streaming unless the original stream is removed and re-added, but that implies you have the sound effects in the background as well, and we know that isn't possible as no one will give the original audio streaming source of the movies.
The only thing you can do is to add voice over. What you hear in cinemas for Hollywood movies, is the example of video dubbing but without the original voices and the stream provided by the makers of the movie.
Yes, the program "Video Dubber" for Windows allows you to make movies dubbed and language changed.
